Where Life Insurance Fits in a Retirement Plan

A whole life or IUL policy's cash value can supplement a retirement plan by adding a source of tax-advantaged income that is not tied to TSP or 401(k) contribution limits and does not require you to be 59 1/2 to access it without an early-withdrawal penalty. It is not a substitute for maxing out a TSP match or an employer 401(k) match first, because that match is money no insurance product pays you.
Match money first, every time
The federal Thrift Savings Plan matches a portion of every servicemember and federal employee's own contribution under the Blended Retirement System. That match is an immediate, guaranteed return no life insurance policy, annuity or investment product pays. Capture the full TSP or employer match before funding a permanent life policy for its cash value.
Where cash value actually helps alongside TSP
TSP withdrawals in retirement are taxed as ordinary income (unless from the Roth TSP) and generally penalized before age 59 1/2. A policy loan against life insurance cash value is accessible at any age without an early-withdrawal penalty, since it is a loan against the insurer rather than a retirement-account withdrawal, though it still accrues interest and reduces the death benefit if unpaid at death. That makes cash value useful as a bridge for income needed before 59 1/2, or as a supplemental sleeve alongside TSP rather than inside it.
The tradeoff: cost of insurance never goes away
Every year a permanent policy is in force, part of the premium pays for the actual insurance, not savings. That cost rises with age. A TSP or 401(k) dollar has no insurance cost subtracted from it. This is why cash value is sized as a planning supplement after retirement accounts are funded, not as the primary retirement vehicle.
Pairing it with an annuity for guaranteed income
Some Fort Campbell and Clarksville families move accumulated cash value, or other retirement savings, into an annuity closer to retirement specifically for a guaranteed income stream that does not run out. See how annuities work and how cash value accumulates in our cash value guide.
